Projects:

Caregiver Background Check Workgroup
We provided third-party consulting, documentation, and reporting services to the Caregiver Background Check Workgroup. The Caregiver Background Check Workgroup was chartered to analyze the feasibility, policy, automation, and cost implications of coordinating all caregiver criminal fingerprinting and background checks within the Health and Welfare Agency. Departments within the Health and Welfare Agency that were represented in the Workgroup included the California Departments of Social Services, Justice, Alcohol and Drug Prevention, Developmental Services, Health Services, Mental Health, and Aging. We documented the proceedings of the Workgroup plenary sessions and four subgroup sessions, interviewed key individuals from the participating departments, synthesized the proceedings of the meetings and the findings from our interviews, and prepared a summary report of the key findings and conclusions. The final report of recommendations was submitted to the California Legislature for consideration in conjunction with AB 1440 and SB 945.

Foster Care Ombudsman Workgroup
We provided third-party facilitation, documentation, and reporting services to the Foster Care Ombudsman Work Group. The Workgroup was responsible for clarifying the roles and responsibilities of the Office of the State Foster Care Ombudsman, mandated by Senate Bill 933. We facilitated discussions, provided objective documentation of all meetings, and prepared a report presenting the Workgroup’s recommendations.

Group Home Law Enforcement Task Force
We were contracted by the Department of Social Services to provide third-party facilitation, documentation, and reporting services to the Group Home Law Enforcement Task Force. The Task Force was chartered to recommend to the Legislature specific statutory and regulatory changes necessary to effectively prosecute individuals who misuse public funds intended for foster care services. The Task Force was also responsible for making recommendations regarding the duties of the Fraud Investigation Unit, established to investigate cases of suspected fraud. The Task Force included representatives from the Department of Justice, Community Care Licensing, County Welfare Directors’ Association, Orange County District Attorney’s Office, California Association of Services for Children, California Association of Children’s Homes, California Public Defenders Association, California Youth Connection, and law enforcement. We provided objective documentation of the proceedings, facilitated discussions, and prepared a report for the Legislature presenting Task Force recommendations.
