California Comprehensive School Health Needs Assessment and Long-Range Plan Under subcontract to the Evaluation and Training Institute, we analyzed data for a needs assessment and development of a long-range plan for the CDE and the California Department of Health Services. The needs assessment addressed the current status of the state-level infrastructure for Comprehensive School Health Programs, child and adolescent health, and local-level supports for health education. The long-range plan built upon the findings of the needs assessment and set forth a multi-year agenda to implement the Comprehensive School Health Programs (CSHP) infrastructure, improve the delivery of Comprehensive School Health Education (CSHE), and support social marketing efforts. Long-range plan development activities included the formation of a coalition of state and local representatives to help develop the five-year, statewide plan.

Equity Data Collection System Under subcontract to the Evaluation and Training Institute (ETI), we provided data analyses for the Secondary Equity Data Collection System for all equity projects funded by the Carl D. Perkins Vocational and Applied Technology Education Act of 1990. ETI was contracted by the California Department of Education (CDE) through the Connections Leadership Project to implement this data collection process. The purpose of the Secondary Equity Data Collection System was to provide local projects and CDE with information on: 1) the numbers and characteristics of single parents/displaced homemakers, and nontraditional students being served through these funds; 2) the types of services delivered; and, 3) the outcomes of these services. We analyzed the data collected from the data collection kits that had been disseminated to all directors of equity-funded projects.

Evaluation of the School Violence Reduction Program (SVRP) Under subcontract to the Evaluation and Training Institute, we evaluated the impact of SVRP, a statewide effort in which local schools form community partnerships and implement conflict resolution training for students and faculty to reduce violence. The program aims to reduce the incidence of school violence and the number of suspensions or expulsions of pupils for violent behavior at the school site. The evaluation used a repeated measures design with a matched control group to examine the extent to which the program achieved these goals.

Evaluation of the Targeted Truancy and Public Safety (TTPS) Demonstration Program Under subcontract to the Evaluation and Training Institute, we evaluated the impact of TTPS, a four year collaborative effort among the schools, probation department, and community business organizations of the ten program sites. TTPS offered a multitude of services to high-risk youth in an effort to break their pattern of truancy including: remedial education, tutoring, life skills training, counseling, health care, parent training, mentoring, gang intervention efforts, drug and alcohol abuse treatment and an array of other types of support. Data collection methods used for the outcome evaluation included compiling and analyzing data each year from school and court records provided by local grantees for both program participants and control groups of other high-risk youth.

Longitudinal Tracking System for Impact of English-as-a-Second Language (ESL)-Citizenship Program We designed and tested for feasibility a longitudinal tracking system to gather information on the impact of the ESL-Citizenship program in California. The project matched program participant records with extant governmental agency databases, such Immigration and Naturalization records and State of California voter registration, to provide ongoing data about the effectiveness of the program.

Mapping Assistance We worked with the Career-Vocational Preparation Division of the California Department of Education to develop maps of vocational education enrollments, by student gender and by vocational program area. The maps were designed to promote the use of the vocational education database, as well as for presentations and reports.

Model JTPA 8% Programs We were contracted to develop a model program identification process for Job Training Partnership (JTPA) 8% programs. Activities in this project included: reviewing 8% programs to identify those that had been most successful; developing documentation on these programs; and, coordinating statewide technical assistance workshops to disseminate model practices. Through the process and criteria developed, model programs were identified and subsequently recognized by the Governor, the Department of Education, and the State Job Training Coordinating Council.

Nontraditional Employment for Women We were contracted by the Employment Preparation Unit of CDE to provide technical assistance to the Service Delivery Areas (SDAs) regarding programs to train women in nontraditional careers. The technical assistance was designed in response to the Nontraditional Employment for Women (NEW) amendment to the Job Training Partnership Act. We prepared a status report of all projects funded under the Carl Perkins VATEA legislation, conducted site visits to six programs, prepared a bibliography of resources, and identified high growth nontraditional careers throughout the state. These materials served as the foundation for a technical assistance program of workshops which were delivered to the SDAs. As part of the project, we also prepared tip sheets and brochures on successful program implementation.

TrustLine Evaluation We were contracted by the California Department of Education to conduct an evaluation of the TrustLine program, a system for checking the criminal background of license-exempt child-care providers in partnership with the California Department of Justice and the California Child Care Resource and Referral Network. The goals of the evaluation were: to determine the effectiveness of the TrustLine system in identifying individuals with reported criminal convictions; to document program participation/usage; to identify obstacles to program implementation and, to assess the total public cost per applicant. The evaluation methodology included: management interviews and a TrustLine process review, data/trend analyses, surveys of parents/guardians and of license-exempt providers, and cost analyses.
