Baseline Research of Orange County Residents' Awareness and Perceptions of OCTA The Orange County Transportation Authority contracted with our firm to conduct a baseline study of the Orange County public's awareness and perceptions of OCTA as the sole agency responsible for public transportation services and projects in Orange County. Over 800 telephone interviews were conducted, which included targeted samples of home-to-school/work commuters, Hispanics, senior citizens, and full-time students. Areas researched included current and future traveling patterns, perceptions of OCTD bus service, resident priorities for future public transportation projects, and resident satisfaction with OCTA.

Executive Summary of Orange County Origin-Destination Survey Results We compiled and produced a public relations document detailing the travel characteristics of Orange County households who participated in the Southern California Association of Governments 1991 Origin-Destination Survey. The document provided information about trip making characteristics such as trip purpose and mode choice, as well as inter-county and county to county trip movements and household characteristics. The ten-page document, which included color graphics, tables, and a map of the county, was designed for distribution to the general public and interested agencies.

Geocoding of Orange County School Related Travel Behavior Survey Under subcontract to Barton-Aschman Associates, Inc., we geocoded survey data from the Orange County School Related Travel Behavior Survey database. We geocoded all trip ends to X- and Y- coordinates using the database's Activity Files. We conducted an initial check of all records in the files to correct errors in data entry. Following the completion of computer match by OCTA, we conducted manual lookup of ungeocoded records, using resource documents including Thomas Brothers Maps and local phone books. We then used MapInfo, a geographic information system software, to successfully match several thousand Activity records.

Incentives Effectiveness Study The Orange County Transportation Authority directed a three-month incentives program to encourage drive-alone commuters to try ridesharing. Under contract to P&D Technologies, we developed and conducted a telephone survey with 351 participants of the rideshare incentives programs. Three focus groups were conducted with Employee Transportation Coordinators who were involved in administering the program at their worksites. The survey was designed to determine the effectiveness of the program, including how long participants stayed in the ridesharing mode after the incentives were discontinued. The study also identified areas of excellence and suggested improvements for similar programs in the future.

OCTAM-III Model Update Under subcontract to Barton-Aschman Associates, Inc., we provided support to the development of the regional trip distribution models. Our role included assistance with network review, as well as analyses of the 1991 Southern California Origin-Destination Survey data.

Public Communications Department We were selected to serve on a pre-qualified bench of consultants for OCTA, specifically to conduct market research and public opinion polling.
The purpose of the research was to: 1) identify issues and opportunities and gain informed consent to support the Authority's efforts to provide transportation programs and services; 2) enhance the perception of the Authority and its programs among target publics; 3) obtain public input through cost effective means; and, 4) develop public awareness campaigns that communicate the status of the Authority's projects and services.

Review of Orange County Transportation Analysis Models (OCTAM) We were selected by OCTA to undertake a study of the OCTAM with respect to anticipated collection of new origin-destination data in 1990. The project involved a review of the documentation of the OCTAM and LARTS (Los Angeles Regional Transportation Study) models, a review of computer source code in current use and interviews of agencies using models, model results, or otherwise involved in transportation planning in the region. From the reviews and interviews, our team developed recommendations for short-term and long-term improvements to the OCTAM models and developed recommendations for data collection in 1990 that would support the model improvements.

School Related Travel Behavior Survey As part of an AB 2766 grant from the South Coast Air Quality Management District to OCEMA, we conducted a survey of student trips to a sample of high schools and all community colleges and four-year public universities in Orange County, California. The written surveys collected retrospective travel information, including trip purpose and mode for all trips made the previous day.

Transportation Demand Management (TDM) Market Survey We were selected by the Orange County Transit District to perform a Transportation Demand Management Market Survey of Northern Orange County (now OCTA). The survey was conducted in three components consisting of interviews of senior management at 50 firms, company profiles of about 100 firms, and employee surveys at about 100 firms. The surveys were aimed at determining the potential market for different types of strategies for increasing vehicle occupancy in Northern Orange County. Senior staff undertook face-to-face surveys with senior management of the sampled firms and also frequently completed company profile surveys at the same time.

Triennial Performance Audit Under subcontract to Ernst/Young , we assisted with the Triennial Performance Audit of OCTA for fiscal year 1992 through fiscal year 1994. The audit was conducted in compliance with California Senate Bill 759 that added Section 99246 to the Transportation Development Act (TDA) as included in the Public Utilities Code. As part of the audit team, we conducted interviews and document reviews for the following divisions and departments: Planning and Development, Transit Planning, Project Development, Programming, External Affairs, Public Communications, Human Resources, Risk Management, and Employee and Labor Relations. The objective of the audit was to evaluate and make recommendations to improve the efficiency, effectiveness and economy of the OCTA.

Visitor Recreation Survey Designed and implemented a hotel-based intercept survey of 3,000 visitors; an intercept survey of 250 air passengers; and an intercept survey 200 visitors to the Disneyland and Knotts Berry Farm. For each survey, AMPG developed survey instrument and sampling plan, administered surveys, expanded survey data, geocoded trip origin and destinations, and prepared final report.
