Classification and Compensation Survey We conducted a study of 15 maintenance classifications. We reviewed classification descriptions, pay grade descriptions and the corresponding salary structure. Job function surveys were distributed to all incumbents and the results analyzed within and across classifications. Interviews were conducted with a sample of incumbents and managers. Recommendations consistent within the existing salary structure were submitted to the City of Los Angeles.

Study of Los Angeles Police Department (LAPD) Attrition Under contract to the City of Los Angeles, Office of the City Administrative Officer, we assessed long-term trends in hiring, retention, and attrition in the LAPD, as well as conducted detailed case studies of six other police jurisdictions’. The study included defining attrition based on controllable vs. “non-controllable” factors, identifying LAPD’s “normal” attrition patterns using over 25 years of data, and defining appropriate attrition targets for manpower planning based on cohort tenure. Findings and recommendations were submitted to the City Council and Police Commission.
